Ambitious plan delivers for Calderdale

The progress made by a Council plan to make life better for everyone in Calderdale will be reviewed by Calderdale Council’s Cabinet.

The transformational impact of the Council’s Corporate Plan over the last two years will be discussed by Councillors at a meeting on Monday 16 March 2026.

This is the final review of the plan, which was approved by Cabinet in October 2024 and concludes in April 2026.  It demonstrates the Council’s intent to deliver change and is underpinned by the ambition of Vision 34.

The plan shows the Council’s ambition for Calderdale, focusing on delivery against four priorities – reducing inequalities, creating thriving towns and places, taking climate action and maintaining a sustainable and effective Council. 

Cllr Jane Scullion, Calderdale Council’s Leader said:

“Our Vision 34 is to make Calderdale a place of hope with opportunities for all.  The Corporate Plan shows our commitment to making that happen, to delivering those things which matter most to our residents and businesses.

“This is an impressive report and I’m very proud of the progress which has been made over the last two years. 

“We’re ambitious, and there’s still more that we can do, but we should also take this opportunity to recognise the positive difference it has made, with thanks to our workforce, partners, volunteers, residents and local businesses who have worked with us on this journey.” 

Key highlights and achievements delivered by the Corporate Plan include:

Reducing inequalities

  • Children’s Social Care is rated ‘Good’ by Ofsted
  • 325 extra places for children with additional needs are being created in two new school developments
  • Adult Social Care is rated ‘Good’ by the Care Quality Commission (CQC)
  • Mixenden Community Hub has opened
  • Strong Adult Social Care outcomes including: 78% of service users feel safe, 71% are satisfied with their care and 81% of residential care providers are rated good or outstanding

Thriving towns and places

  • 22,000+ metres of roads have been resurfaced and 3,835 potholes fixed (2024-25)
  • Maintained and improved over 1,300km of highway, 1,100km of footway and 1,400km of public rights of way
  • £64million Halifax town centre improvements are being delivered
  • The new Brighouse Market has opened with 21 fixed and 19 pop-up stalls
  • Delivered a successful Year of Culture and a lasting CultureDale legacy

Climate action

  • 95% of homes receive a food waste collection
  • 17,000 tonnes of recycling collected each year
  • 835 tCO2e reduction in the Council’s carbon footprint
  • £133m+ secured in flood‑protection funding since 2012

Sustainable and effective Council

  • Delivering the Council’s Medium Term Financial Plan
  • Customer Access Team handled 18,000 web chats, 250,000 calls, 75,000 emails and 681,000 forms, achieving a customer satisfaction rating of 84%
  • 85% of queries are dealt with by the Customer Access Team at the first point of contact
  • Local Government Ombudsman upheld 81% of Council decisions referred to it
  • 300 mobile devices have been provided to the digitally excluded to support connection with vital services

Work will begin later this year to renew the Corporate Plan for the period 2026 – 2029.

The Vision 34(external link) for Calderdale is that in 2034, Calderdale will be an enterprising place, full of opportunity, where we can all live a larger life.

We will be celebrated for our distinctive heritage, nature and creativity that everyone can enjoy.
