Major plan delivers for Calderdale

A major Council plan is helping to make life in Calderdale better for everyone.

The transformational impact that the Council’s Corporate Plan 2024-2026 has had over the last year will be discussed by Councillors at the Cabinet meeting on Monday 3 November 2025.

The plan shows ambition for Calderdale, focusing on how the Council will work with other organisations and local communities to achieve its priorities for reducing inequalities, thriving towns and places, climate action and being a sustainable and effective Council.

With the challenge of limited budgets, the plan shows how the Council is prioritising the things that matter most to residents, businesses and visitors.

Good progress has been made across all priorities from October 2024 to September 2025.

Cllr Jane Scullion, Calderdale Council’s Leader, said:

“When we created the 10-year Vision 34 for Calderdale with local people, they told us they wanted the borough to be a place of hope and opportunity.

“The Council’s Corporate Plan is our commitment to taking action to make this happen. It’s our promise to help improve Calderdale and life for everyone here. That means supporting people to start, develop, live, work and age well, in towns and places that feel safe and connected, where businesses can thrive and residents can make a home, a career and a future, and where our nature and landscapes flourish.

“It’s wonderful to see the positive difference the plan is making in the 12-month review. We will continue to monitor its impact and make changes where needed.”

Achievements over the last 12 months include:

Reducing inequalities

  • A glowing report from Ofsted for the Council’s work with partner organisations to keep children and young people safe and supported.
  • A ‘Good’ rating for the Council’s adult social care services, following an intensive review by the Care Quality Commission (CQC), the independent regulator of health and social care.

Thriving towns and places

  • Significant progress with regeneration projects to transform public spaces, the economy and community wellbeing, including work getting underway on site to prepare the new Halifax Leisure Centre for construction, Future High Streets-funded improvements at Halifax Borough Market to preserve its heritage and boost the visitor and trader experience, and good progress with the multi-million-pound Brighouse and Todmorden Town Deals to revitalise the town centres.
  • CultureDale has helped build Calderdale’s profile as a cultural destination, with more than 550 events, 135 projects, over 100,000 participants and significant growth in tourism-related jobs. In 2024, the Year of Culture, the visitor economy reached nearly £650 million – the highest on record, with 7.9  million visitors and a 4% increase from 2023.
  • The Council has taken further steps to improve community safety, for example by launching a new Public Space Protection Order to clamp down on vehicle-based anti-social behaviour.

Climate action

  • Calderdale’s leadership in climate action was recognised nationally at the MJ Local Government Achievement Awards, and the borough continues to rank highly for the reduction of carbon dioxide emissions compared to neighbouring places.
  • Further progress under the Calderdale Flood Action Plan has seen work in Copley village to better protect over 200 properties from flooding, schemes progressing well at Hebble Brook and Brighouse to safeguard around 600 more homes and businesses, and the planting of over 96,000 trees.

Whilst delivering on these priorities, the Council continues to ensure it remains sustainable and effective, taking steps to balance the budget, be inclusive, care for staff wellbeing and development, and use digital technology to help improve services. The Council’s commitment to workplace excellence was recognised nationally, winning the Best Wellbeing Innovation category at the LGC Workforce Awards.
