Supporting the right parking in the right place

Calderdale Council is reviewing parking across the borough, ensuring the right parking is provided in the right place, considering the requirements of individual towns in the borough.

As part of the Council’s agreed Parking Strategy, work is taking place to develop individual Parking Area Plans for each of the six towns in Calderdale – Brighouse, Elland, Halifax, Hebden Bridge, Sowerby Bridge and Todmorden.

Assessments will recognise the characteristics, topography, and parking supply and demand of each town to support future traffic management and parking provision.

Understanding where and when people are parking, and for how long, will allow a greater understanding of the parking needs of a town and inform future decision making.

To date, data to inform these plans has been collected in Brighouse, Hebden Bridge, Sowerby Bridge and Todmorden and these manual surveys will be compared with pay and display data. When completed, the Parking Area Plans will be shared with the Town Boards and be available to read online.

Data collection work is also planned for Elland and Halifax but is being carried out at a later date due to the impact of investment work in these towns.

At the meeting of Calderdale Council’s Cabinet on Monday 4 November, Members will note the progress made in developing local parking plans and also consider proposed changes to parking charges and times in some locations in Brighouse, Halifax and Hebden Bridge.

These changes are in response to demand for spaces and to manage provision in these areas. Additional income from these changes would support improvements to the highways network, supporting maintenance and investment in parking technology.

Members are also being asked to approve the use of funding necessary to replace around 200 parking ticket machines, ensuring appropriate distribution of reliable machines across the borough.

Calderdale Council’s Cabinet Member for Regeneration and Transport, Cllr Sarah Courtney, said:

“The Council is responsible for managing over 70 car parks and 1,400 on street parking spaces throughout the borough. We want to ensure that we consider the parking requirements of our individual towns to manage provision and help to identify opportunities to support wider objectives, such as options for active travel.

“It’s important that any parking plans are informed by local data, but also local knowledge, so we’re working in partnership with Town Boards to gain an in-depth understanding of supply and demand for parking.

“Whilst this work is ongoing, we’re also considering some changes to current charges and timings, based on existing knowledge. As always, any income resulting from these proposed changes would be reinvested in the highways network, supporting maintenance and investment in parking technology.”

The Parking Strategy and Charges Review will be discussed at the meeting of Calderdale Council’s Cabinet on Monday 4 November at Halifax Town Hall from 4pm. The meeting will also be streamed online at https://calderdale.public-i.tv/core/portal/home
